The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are conducted: optimistic declarations are released from various governments. Immense energy is devoted on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to counter approaching guided weapons roared overhead – modern combat jets supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, endure.

Political Considerations

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to compel Moscow to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but preventing a entire defensive failure until situations evolve in its favour.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
